Under no circumstances should provisional figures be labelled as final in this report. The distinction matters because readers may use the totals when planning their work. Only when the review is complete can the summary be circulated beyond the project team. These formulations give particular emphasis to the reporting requirements. In an informal conversation, a straightforward sentence may communicate the same rule more naturally. The appropriate choice depends on the audience and the degree of emphasis required.
