What we are deciding today is whether to test the proposal, not whether to adopt it permanently. Several questions about long-term use can be examined during the trial. It is the trial's scope that we need to agree on before the meeting ends. The cost estimate will be revised once that scope is clear. What would move the discussion forward is a short list of essential activities. We can then identify which questions must be answered before any broader commitment.
