The report makes a clear case that the current process is difficult to navigate. It is less convincing when it attributes every delay to the design of the form. Some of the examples also involve missing information from external teams. The analysis would be stronger if it separated those causes before recommending a single solution. This does not invalidate the proposed redesign, but it limits what we can expect it to achieve. A more precise account of the problem would lead to a better test of the solution.
