I can see why a single launch date would make communication simpler. I am not yet persuaded that every department will be equally ready by then. Could we examine the assumption that the same training covers their different tasks? The reception team, for instance, handles cases that the administrative team rarely encounters. A common launch date might still be possible if those differences are addressed beforehand. My suggestion is to test readiness directly rather than infer it from attendance alone.
