The additional evidence has led me to revise my earlier view of the trial's limitations. I had underestimated the extent to which the smaller teams had already adapted their working practices. That strengthens the case for including them in the next stage. It does not, however, remove my concern about teams whose tasks differ substantially from those observed. I would now support a broader trial, though still with a clearly defined boundary. This is a substantive adjustment to the recommendation, rather than an abandonment of the criteria behind it.
