Describing a few complaints as "the tip of the iceberg" implies that a much larger problem remains unseen. That implication may be plausible, but the expression itself does not establish its truth. We would need further evidence to judge whether the reported cases are isolated or widespread. A careful writer might say that the complaints raise the possibility of a broader issue. The metaphor can then be used only if its stronger suggestion is warranted. Figurative language should illuminate the evidence rather than quietly enlarge it.
