Reformulating a qualification

Text and translation

"The change may reduce repeated enquiries" cannot accurately be shortened to "the change reduces enquiries". The shorter version removes uncertainty and broadens the type of enquiry being discussed. A faithful reformulation might say that fewer repeated enquiries are a possible benefit of the change. The wording changes, but the original claim's limits remain intact. This matters when a summary is used by someone who will not read the full source text. Compression should remove unnecessary words rather than essential qualifications.
